[Hou-announce] Stargate Populace Reminder

[Stargate Seneschal]

This is an early reminder that September's populace meeting will be on the
SECOND Monday, September 14th due to September 7th being Labor Day.
Location and meeting times remain the same as posted.

Don't forget, we will be polling the populace in attendance to
determine which of the baronial improvement projects we will begin working
on!
