In the past everything has been done in private and that hasn't work out to well. The people in the West didn't even know there were problems with their officers.  Those groups were disbanded over those problems.  
I am thankful the kingdom officer is making sure people know there are problems. Yes it seems a little harsh but isn't it better that you know about problems before official action is taken and you are dissolved. 
And by the way according to Master Pug in replies to people in the West all is needed is several verbal warnings and official action will be taken.
