The Baliff will get volunteers for the set up and tear down crews, and insure that pavilions, tables, etc., are set up and taken down, mark out areas for the merchants and for designated camping areas, police the area at the end of the event, and generally do all the stuff that you helped out with last year. :)

The Donneybrook Marshal will get however many assistants that he/she feels are necessary, procure the water balls, have something available to soak them in, divide the children up into teams (last year it was the girls against the boys), and make sure they don't kill or seriously injure each other. Periodic holds are necessary to gather the balls and re-soak them before continuing the melee.
