Purchasing Titles

If a person wanted to purchase a Court Barony for another (very period) that
has no rights or privileges save that of being able to ware a coronet and be
able to put the title of 'Baron of _______ (make up a name)', who would one
speak to?

If it isn't being done, could this be a good fundraiser?
Of course, all funds go to the Crown and they could pick the Barony that they
are selling off.

But I was just wondering . . . . . . .
