[Loch-Ruadh] Scarlet Letter Gulf War Issue

Due to a compuer glitch which caused me to lose some files and
necessitates reloading some software, the Gulf War issue is not ready (I
haven't lost anyting that anyone submitted, I just need to re-load/re-type
some stuff).  I will try to have it ready to hand out at Springfaire.
