[Loch-Ruadh] Known World Handbook

It used to be that the Elfsea hospitaler also had them
in stock.  At least when I first started playing they
did.  

Should this be something that our hospitaler's office
should have as well.  Maybe just a couple and let
people know they are available and at whatever price
we get them at?
