[Loch-Ruadh] Populace Meeting location

My choices are:
    Empress Cafe (because of the variety of food)
    River Oaks Steakhouse (although I've never been there)
   
The RIG is out for me ... too many roaches and rat turds and
last time we ate there, I couldn't even eat my steak.
