[Loch-Ruadh] Gulf War Gate

For what my vote counts, I would prefer to keep the original plans and 
finish the gate in April/May. I can't see where doing more work at a higher
cost would be any added value. And, it is my understanding that in order to
add the weight, "guy lines" would have to be anchored away from the structure. 
I don't think Larry would appreciate having to mow around that.
