[Loch-Ruadh] Perpetual Event Date(PED) discussion

I think that's an excellent choice.  It gives the Shire good options, as there's a good chance the weather will be decent and not overwhelmingly hot, no holiday conflicts, and no back-to-school issues that we sometimes had when we held our Lughnasad events in August.
