<P>JOB DESCRIPTION</P></B>
<P>Performs technical and clerical work related to state and federally funded
right-of-way negotiations, relocations, appraisals, acquisitions and compliance
for highway construction and improvements. Oversees Right-of-Way appraisals,
negotiations, relocations, eminent domain, local public agencies, and
payments/records. Work requires considerable contact with private entities and
governmental agencies. Employees at this level establish their own work plan and
priorities to meet set objectives. Issues are rarely referred to the supervisor
but are handled at the occurrence.</P><B>
<P> </P>
<P>ESSENTIAL FUNCTIONS</P></B>
<P>Serves as a Department expert in program responsibilities.</P>
<P>Develops, implements and interprets Department policies and procedures as
they relate to right of way negotiations, relocations and acquisitions.</P>
<P>Ensures compliance with applicable state and federal laws; oversees and
advises personnel on proper implementation.</P>
<P>Prepares, processes and maintains documents, references and resource
materials utilizing automation equipment.</P>
<P>Performs legal and technical review analysis of schematics, maps, surveys,
field notes, property descriptions, pre-appraisal and appraisals, titles, deeds,
legal and curative instruments/exhibits.</P>
<P>Performs legal and technical review analysis of real estate documents, legal
or curative instruments and exhibits for acquisition of Department right of way
properties for highway construction and improvements.</P>
<P>Maintains liaison with and serves in a consultative capacity between the
Department, Attorney General's Office, federal agencies and appropriate courts,
title companies and other entities having an interest in the property.</P>
<P>Researches problems and coordinates solutions regarding program
responsibilities; prepares correspondence and makes recommendations to improve
programs.</P>
<P>Oversees current projects for progress and pending projects for planning
purposes; consults and advises personnel in policies and procedures.</P>
<P>Trains others in program responsibilities.</P>
<P>Serves as a lead worker and coordinates the work of others.</P>
<P>Assumes administrative duties of supervisor in his absence.</P>
<P>Contacts and drives state vehicle to meet with sponsors, property owners and
other entities to negotiate and explain the acquisition, lease, disposal and
relocation processes, answer questions and resolve problems.</P>
<P>Coordinates, reviews and processes acquisition, and relocation payment
requests for correlation with associated documents for property reimbursement,
relocation costs and eminent domain proceedings.</P>
<P>Ensures conformance with federal and state laws and guidelines.</P>
<P>Coordinates execution of relocation, acquisition, and condemnation papers
with Department payment processing personnel, property owners, and title
companies for commitment and closure.</P>
<P>Coordinates revised offers; signs and distributes negotiator's closing
reports.</P>
<P>Oversees vendor application and approval process.</P>

<P>MINIMUM REQUIREMENTS</P>
<P>Education and Experience</P></B>
<P>Bachelor's degree in business or public administration, real estate,
management, accounting, or public relations plus three (3) years progressively
responsible experience in right-of-way. Additional related experience in
engineering, business or public administration, real estate, management,
accounting or public relations may be substituted for education on a year per
year basis. (Experience requirements may be satisfied by full-time experience or
the prorated part-time equivalent.)</P>

<P>CONDITIONS OF EMPLOYMENT</P></B>

driving records are required for driving state or personal vehicles and
