[Loch-soilleir] Gifts For Gulf War

Traditionally, Barony's do the gifts for Gulf War and
Shires and Cantons do the gifts for Pennsic.

However, I am sure that if Seawinds would like to do
something for Gulf Wars, I am sure it would be
appreciated.
