[Loch-soilleir] Torre de los Brazos ...

Torre was a shire, then they downgraded to a canton,
then they went dormant.  This happened "before my
time", i.e. back more than 5 years.

Yes, they are trying to bring the group back.  They
are organizing as a canton, therefore they will be
sponsored by Loch Soilleir, per both Corpra and
Kingdom Law.
