[Loch-soilleir] Gulf War Gift change information

OK, there has been a change of format for the Gulf War
gift.  Once all the crowns who are going to be there
confirm, the names will be put in a hat and then drawn
so that each Kingdom will make one basket as a gift to
another Kingdom.  It is like was done at Pennsic this
year.

However, the drawing has not taken place yet, so we do
not know who will get Ansteorra's gift basket.

I don't think it would really change the woven
belt/trim/favor idea, it just changes how it is
distributed.
