[Loch-soilleir] Award Recs

If possible, please give Their Majesties and their
Sable Scroll as much time as you can to make decisions
and prepare the scrolls for any awards.  Two weeks is
a MINIMUM time window.

Also, please copy Katya and I on any award
recommendations so that We may add Our words to yours.
