[Loch-soilleir] Crown Tourney Gate Shifts

You do not need to have taken the gate class to sit gate.  Only the person
running gate (the responsible party) needs to have had the gate class.
Any one can sit gate so long as the two people sitting gate at the same time
are not related by marriage or blood & do not share a house.
