[Loch-soilleir] Populace Change

[Baroness of Loch Soilleir]

As discussed at populace last time we will be moving our populace meetings
to the 3rd Tuesday of the month.
This gives our officers time to have their monthly reports ready and
general book keeping done for the month.

We will have a special populace meeting Tuesday Dec 6th. Although we don’t
normally have a meeting in Dec, this is necessary to follow the Baronial
selection timeline.
