[Namron] Populace for Dec. 7th

The Populace meeting for Dec. 7th will be in the Norman Public Library, room A/
B (just as you walk in the door).  We were going to meet at the facility at 
Andrews Park, but considering the bitter cold (forecast low of 12 degrees and 
sub-zero wind chills), we have decided to move the meeting indoors.
