[Namron] Dec. 7th populace CANCELLED

I wish I had known it earlier, or had received a PHONE CALL. It was a cold 
slippery drive to Norman for nothing. If a populace meeting is canceled it 
should be announced by PHONE. A last minuet email or the list is not a time 
sensitive way to contact people.
