With regard to covering a stroller, I would think an awesome cover up with dagging and pennants could be made. Use mom and dads heraldic colors to mark the wee ones goods?  Kid stuff is a lot harder to deal with because its made to be obvious!  In this case, I think velcro and scotchgard is your friend. You could do the same thing with play pens and cribs.  Muslin and cheapo broadcloth would work just fine. On a bit of a safety note, I would reccommend using cotton or wool around the wee ones. Poly is just bad to have around babies and fires. 
 
Regarding baby garb, two things come to mind. Baby t's would be easy to make, esp. if you made the sleeves and hem way long and rolled them up, pressed it and stitched it down, making instant facings. The other is baby rens. Again, huge hems are good, but if you make the "skirts" flat panel, then you can just keep adding strips of fabric to the bottom. Instant german rens. Wee ones tend to grow up moreso than out, but you could make things side lacing for an extra 4 inches of give built in before you needed to let out or add fabric.  For undershirts, I wouldnt try to make poofy shirts till they are old enough to run, till then I would use a loose t tunic style under shirt. 
I personally dont see any problem with letting the smalls run in long tunics and jeans or sweats.  With a long tunic, all you see is 5 inches of pant leg. I'm not going to fuss about it!  I made -one- set of pants for my bear, and he trashed them in one event.  Actually in about 15 minutes....
 I dont know much about toys. As my son will tell you , he doesnt have any :(  My first thought is tinker toy type things. But for my kid, the things he loves at site are rocks and sticks... mud....wet dogs.....

I also hoped that a conversation would get started about some of the things that can be done.  I am as guilty as anyone else of bringing my child in whatever to an event.  I showed up at Yule with son in his sleeper.
