Most apiary's stockpile honey and have it available year round. However, they tend to run low in the Spring.
The price can vary a great deal. Not due to the time of year, but simply due to supply.
Every few years the bee population is devastated by bee mites. When this happens prices can double or triple and will stay up until the following year's harvest - assuming the bee mites don't cause a problem two years in a row.
Sixty pounds won't be a problem. Last time a group of us purchased honey in bulk we purchased 300 pounds.
BTW: I have not found an apiary that gives a discount for large purchases. Thirty pounds or 300, the price will be the same per pound.
