[Namron] Namron's new Hospitaler

Do great things like Mooneschadowe?  I think she just said we could spawn an
entire new province if we wanted.  Well, there is that group in
Maysville/Ada.  And I met a new group from Hugo at Axeman.  I hadn't
considered building one into a province.  Interesting thought, I'll keep it
in mind.

In the meantime, Med Faire needs to happen.  We'll need help on both the
Hospitaling and A&S fronts.  If you've ever wondered what a Hospitaler or
A&S Minister do, this is your opportunity to find out.
