[Namron] MED FAIR UPDATE!

Following this Wednesday's Populace, I will stay on hand to go in detail
about Med Fair, including the new encampment design.  I figure this will be
better than tying up the Populace Meeting with prolonged Med Fair
discussion.  Instead, I'll do a quick update during Pop, and defer in depth
details for a more informal setting after.
