[Namron] Barony of Namron's Populace Meetings

I agree that we should make it as easy as possible for our new people to 
find us.  There is the building in Andrews park that we have used before 
for populace meetings.  We stopped using it because the price went up, 
but I think the cost is well worth it if it helps us retain new 
members.  With the weather getting warmer, we could hold meetings in the 
Amphitheater for free, and if there's bad weather in the forecast, then 
we can rent the building.

Right now, stability in our meeting place is the overriding concern 
until we get our new people used to checking the website or list for 
changes.
