[Namron] Populace Meeting

So far I prefer the timer rule...I think 5 minutes is too long. The
benediction at the recent Inauguration was limited to 2 MINUTES! If you
believe you will need more than 2 minutes then arrange it with the seneschal
prior to the meeting.
Limiting the time allocated may force officers to really think about what it
is they need to say. We may even get more concise and meaningful information
this way.
