Timing the reports will only work if we can keep people from interjecting.  Though some officers can get long winded, it is often the questions, interjections and discussions which extend the reports.  Timing does not allow for relavent questions (locations, times, etc...).  
 
Personally, I am a proponant of the differing meeting purposes.  One business meeting and one A&S / Social / Armoring / whatever meeting.  At the business meeting we as a group hold eachother accountable to hold it down.

The benediction at the recent Inauguration was limited to 2 MINUTES! If you believe you will need more than 2 minutes then arrange it with the seneschal prior to the meeting. 

Limiting the time allocated may force officers to really think about what it is they need to say. We may even get more concise and meaningful information this way.

Bubba:     I think Veronique has an excellent idea.  I love the idea of a business meeting and a social meeting.  Do we really need to re-hear topics discussed just two weeks earlier, especially with the meeting minutes being taken by Bubba, approved by the seneschal and posted to the list after each meeting? A social meeting with a quick re-cap and quick opportunity for new business, then socializing at the second meeting sounds fabulous.  I also love the idea of allowing 5 minutes per speaker.  I even have an egg timer.        I also think there should be a time limit on open discussion.  From the Herald's point of view, I noticed, last night in particular, that the times I was forced to say "attend" was when someone was trying to give a report and other persons  in the barony were trying to interject witty or not so witty commentary on what was being said (I too have been guilty, so the finger is pointing at me as well).  This "class clown" type behavior (yes, in the mundane I am a school teacher) is not necessary during a business meeting.  I would hate for our business meetings to become stale and uninteresting, but if we could just get through the reports expediently and kept commentary to relevant questions (i.e. time, place, interests, etc... instead of which living person we could enter into a contest as a primary source, among other things) we could run an efficient and timely meeting. Giving ample times for socializing afterwards.       As the herald, if this responsibility falls on me, I will step up and use my evil teacher eye and finger snapping discipline techniques to deal with behavior issues, but I hope this discussion helps us to realize that we are all adults and that business meeting should be for business.  I will also try very hard to make it to more populace meetings as my son seems to now be at a stage where he can sit through a meeting (at least he was able to last night). As one of the officers and occasionally one of the talkers during report I am frustrated and occasionally guilty. We have two meetings a month that are treated as business meetings with officers giving report at both meetings only a few weeks apart. It has been observed that our having two meetings helps to make us a stronger more close knit group. In my opinion the cross talk is caused by our members desire to chat with those they haven't seen in a few weeks, and lack of interest  in hearing the same news that was presented the previous week. One way of addressing this issue is to continue having to meetings but have a business meeting and a social meeting. the social meeting could be opened with the herald, or B&B recaping the information from the business meeting. Another option would be to set a specific time limit say  5 minutes (tracked on an egg timer) for each speaker and having the herald call the meeting to order  when the chatting gets out of hand. These are just my suggestions and there may be better ideas out there. There is a solvable  problem and you are not delusional.
