I was under the impresion that minor did not have to pay NMS regardless of the site fee.
 
The having a reduced site fee to not have to pay NMS is for adults. For example, you might give a reduced site fee to a newcomer so that they did not have to pay NMS until they have time to learn what the SCA is about.

I believe the lower cost for 13 to 17 is to avoid paying the NMS on minors. Reducing the adult cost by $1 allows for that.
