[Namron] Information Sheet: What is Warranting for Officers?

Good Gentles of the Storm,

I hope to write several information sheets during my time in office that
cover policy information in more detail. This is the first, and covers the
"warranting" of officers at the local level of the SCA.

I welcome your suggestions for other topics.
