Comments by non-officers during reports could be requested to be limited to questions for clarification on something in the report. Anyone disrupting the reports could be warned and/or asked to remove themselves from the room. Anyone not interested in hearing the reports could plan on getting to the meeting 15-30 minutes after the start, or staying in another part of the building visiting during the reports.
