NR - Principality (there I said it)

Carl Chipman said something that sounded like:

Well I'm not Estril, or atleast I hope not.

Crown Principalities are Principalities without Royalty ceremonial
leaders. (eq. no Prince/Princess) As I understand them, they just need
the approval of the Seneschal and Crown to form.

I believe the BoD does not officially recognize them as entities. This
means name/device are owned by the Kingdom and not the CP.

They are not able to create their own awards as well.

Basically a named region that has officers that do the "full" work of a
Principality.
