I proposed a plan.  Some liked it, some offered suggestions, some 
liked the status quo and I'm still accepting input.  My thought is to 
(extrapolated from Sir Burke) finalize a plan and mail it to the 
seneschals and landeds in this region and ask them to ask their 
members what they think.  I thought I would ask (before I sent it) if 
our regional seneschal would be willing to have responses directed to 
her.
