With all due respect, I do not expect even these few wise but opinionated 
gentles to have reached any kind of consensus before the issue HAS been 
carried to those not on the list (ignoring the fact that it HAS been being 
discussed since before the administrative regions were established, it's just 
more common now.)  I fully expect the end of the weekend to produce a NUMBER 
of messages along the lines of "Well, I spoke with 16 people, and 14 of them 
agree with me that..."  BESIDES anything coming out of Rundel.

It's waited for years now.  Another one or two is likely to prevent problems 
and won't hurt anything important.

As I recall, Etienne put forth a proposal that carried his understanding of 
the apparent developing consensus.  I believe his summation was accurate.  He 
asked for comments.  A few people asked for and received clarification.  
There were no counter-proposals or proposed amendments.  There was no 
decision as to whether to present it to the landeds for review.
