Well, *any* law abiding citizen of course has the obligation to report a law being broken.  If that person happens to be a state employee or an officer of this organization, then I suppose they darned well *better* report any activity of a questionable nature that they are made aware of (we've seen what happens to people who don't, and it ain't pretty).  Folks calling the police out to an event on the off chance that there might be something going on are, of course, just trying to cause trouble.

The whole point of this is the difference between an *individual* choosing to take responsibility for his or her own actions and an organization announcing that they will be sponsoring an activity that may not be legal in this state - especially when it involves encouraging a huge number of the general populace to participate when they may or may not know the activity is questionable.  

The difference is I am *not* guilty by association if 16 year old Joe is caught drinking at an event (yes, I am obligated to report it).  I *am* guilty by association if I am a member of the organization that gives or sells Joe the alcohol.
