[NR] Looking for the Northern Regional A&S Minister

The new NR is Ly Elisabetha from Northkeep (she officially took over as of
Crown Tournament). I have been waiting for Mistress Kasilda to announce it
but she hasn't so I am going to give her another ring about it.
