The current point is:

The Kingdom Seneschal has enacted a BAN on merchanting at SCA events
taking place within the borders of Oklahoma. Until this is changed
Oklahoma SCA groups cannot allow merchanting regardless of the merchants
standing with the Oklahoma Tax Commission.

Well as I said I just talked to them and they said it relates to those
who
are exempt from tax id's and permits and those from out of state. Those
merchants like me who have a Valid tax ID and permit are not affected by
this law. Question is how are they going to handel the out of state
merchants and such.

what we need to do to be in compliance with the law.  We are not sure we
understand yet how this effects us and we don't want to get into trouble
while we are sorting it out.
