[NR] looking for info for Tax info dealing with merchants

So, is the problem with the local groups not reporting?   Which events?  Which groups?  Is there anything being done to get this paperwork from the local groups?  Restricting all merchants because a few people aren't doing their job, is a bit of an overkill, IMO.
