[NR] rapier authorization

The authorizing marshals in the north right now are, myself (Don Timothy),
Baron Elric, and Don James Navarre.  You will have to get with one of us.
Is there going to be another Regional Practice before Pensic?  If there is
this would be a good place to get it done.
