[NR] Northern Rapier Muster

As the winter looms closer so does the threat of war! Bordermarch Autumn
Melees is 21-23 Nov. In preparation I will host a Northern Regional Rapier
muster at Axeman, as part of the War Collegium. We'll open up discussion
about rapier in the Northern Region and, since It may be a bit chilly, I
will be sure we have a fire and rum....maybe even marshmallows :D
