[Northkeep] Fighter practice update

Greetings from the Knight Marshal,

After consulting with Their Excellencies, it has been decided that Wednesday
night fighter practices will be taken off the official schedule.  This is
due to decreased attendance and colder weather.  Wednesday night practice
will be reinstated sometimes after Gulf War in the spring.

Saturday Fighter Practice at Woodward Park new starting time will be 12
Noon.  This will allow temps to rise to at least 40 degrees before practice
begins.
