I checked with the Moore Parks dept on several things this morning
and this was the response I was given.

The Moore City Parks have the same rules and regulations as other
city parks.  Meaning:
Pets are allowed provided they are on a leash.  They asked we
keep pets away from the childrens' Playground areas.
Alcohol consumption is not allowed in city parks.
