As I recall, the last time I did it, I took the tape player, got a double
male cable from radio shack, plugged the tape player into the "microphone"
jack and used the "Sound Recorder" thing that comes with windows.  That
recorded it as a .Wav file (which is what most CD players actually use).
Then see if your CD burning program has a "make music CD" option, and go
from that.

I am of course required by law to point out that if you are copying
copyrighted material, doing this will cause a gateway from Hell to open up,
demons to emerge who will make your head explode.  But with legal materials
this should work at least.  There may be better programs if you want to
shell out some money.  But Windows has had some form of recording software
since at least 3.1
