[Northkeep] Northkeep history questions

You have to get older than me to answer the first question.  For the
second, Northkeep was elevated to a barony on November 23, 1996.

Concerning the first question though, the name Shire of Northkeep was
registered in the SCA in August of 1983.  We were around before that but
that at least gives you an approximate range.
