No.  While you can, with effort and reading through the arcane headers
of e-mail, determine the geographical source of the mail server the mail
first originated from, since a lot of these come from homes, and ISP's
don't provide log-in records unless you have a warrant in your hand it
can be difficult to tell where, geographically, and e-mail came from.
