Angus,

To my knowledge there is no Kingdom Law that says anything, one way or
another, about gate costs or family max.  I check the new Kingdom Law to
make sure and found nothing.  There could be a suggestion on how to set a
family max in one of the officers handbooks but I doubt that it would have
rigid limit and unless the handbook is signed by the Crown and Kingdom
Seneschal it is not a part of the law.
