[Northkeep] Populace meetings

The populace meetings are held on the last Monday of the month unless a
holiday messes things up.  They are held at the Martin East Regional
Library.  It is located at 26th and S. Garnett.  2601 S. Garnett Rd. to be
more precise.  If you need directions from a specific location let me know
and I will get them to  you.
