[Northkeep] hooplans

Can someone help me here? I think I am settling in on Germany, and whatever
timeframe women wore hooplans... maybe... but I need to know when, where,
why, how... sorry, I've watched Master of Disguise WAY too many times...
Anyway, once I settle on garb I like (I THINK I like the hooplan) then I can
choose a name from that time frame. I also need to see more pics of these
types of garb and what "normal" garb people also wore in that same time
frame.
