[Northkeep] Just asking

I know you are a Waterbearer, and you are the NR-Waterbearer. I don't 
understand this WBIC business. Even according to this link in it's 3rd 
paragraph a WIC is chosen by an autocrat at an event, for that event and I 
can't find a way to connect this link to the official SCA web pages.
