That would be up to the Baroness to "green light" the beating of the 
offender. The rapier side of the punishment may take months of deliberation 
among the Baroness and the past Ensigns, merely adding to the punishment of 
the Ludo, who would have to live in the suspense that his punishment could 
take place at any point in time.
