I can tell you what it has been in the past. It is entirely posssable
that it has changed and I haven't heard about it.
The first part has been a challenge format. All those who enter are
given a number of tokens. They issue a challenge to another bard and wager
a token on the outcome of the challenge. They pick a judge who is
acceptable to both and the challenge specifies the format. This continues
until a pre-set time. At that time the 3 bards with the most tokens are
selected as the finalists.
In the final round the finalists are given a topic, and one houre to
compose a new piece that matches that topic. You have to write something
new even if you already have a piece that matches. They then perform that
new piece and it is judged by the outgoing bard and the B & B, or someone
they designate.
Again, this is the format that has been used in the past, but it may have
been changed.
