[Northkeep] Gulf War - ACCEPs Issue

I am currently trying to pre-register for Gulf War and when I press the
button to "Pay with Credit Card" my browser wants me to either "Open
With"/"Save As" the file (application/octet-stream from
https://payflowlink.paypal.com). . . .

I tried saving and opening with Internet browser, but no luck.
