[Northkeep] Populace

The weather is supposed to get nasty tonight. PSO has already put us
on high alert for outages so if it gets bad before 6 I might get stuck
at work. Otherwise, see ya there. Meanwhile, prepare for an outage
just in case. Get the candles, blankets, make sure you car is ready
and all that other good safety stuff.
